For low-skilled workers, time and money pose as major challenges for reskilling, but the larger deterrent is online learning, which is unappealing to many.

EY-Parthenon Managing Director Matt Robb weighs in on the need for governments to address the potential for mass redundancies, noting the importance of identifying trigger points that might prompt retraining for low-skilled workers.

“This is a boiling-frog problem,” Matt said. “It is not thought about.”
